This year's government work report proposes keeping work on agriculture, rural areas and farmers as the top priority and never slackening in grain production. Several deputies to the 4th session of the 14th NPC offered suggestions and ideas around the "three rural" deployment.

NPC deputy Li Xueping:We hold the farmland red line, implement the strictest farmland protection system, and built a "field chief + deputy field chief + four members" grid mechanism linking households. As a village-level field chief, I patrol nearly 10 km of fields every week. Relying on the "Tianfu Constellation" remote-sensing satellites, we developed the "Dongpo Field Patrol" system, achieving all-round, all-hour dynamic monitoring and "zero occurrences" of illegal land use. Now everyone in the village knows: if the fields are protected, the rice bowl is secure and the roots are firm.

NPC deputy Guo Jinkao:High-standard farmland construction must meet pollution-free standards. I suggest refining specific provisions and compensation mechanisms for agricultural ecological protection, fully mobilizing farmers and new business entities to protect the environment, and promoting the coordinated progress of agricultural development and ecological protection.

NPC deputy Li Shi-yao：We have also upgraded facility agriculture: sensors monitor temperature, humidity and pH in real time; I can check base parameters on my phone and control the water-fertilizer integration machine for irrigation, turning the phone into a "new farm tool." Farming used to "depend on the weather" and on experience; now, by developing facility agriculture, we reduce the climate's impact on crops and achieve digital management.

NPC deputy Wang Jin-gang：Our village started smart agriculture in 2024, promoting intensive farming. The key was merging small plots into large ones, with full-process mechanization, precise fertilization and scientific planting. In advancing the project I deeply felt that rural areas urgently need technical talent who understand technology, can operate equipment and know management. I therefore suggest the state increase integrated allocation of projects, bases, talent and funding for smart agriculture R&D, and encourage young people with agricultural education to engage in agricultural production and management.

NPC deputy Wu Yiqiang:Further develop and strengthen the woody grain and oil industry, implement the broader food outlook, and safeguard China's grain and oil security. Accelerate the transformation of scientific achievements, lay out pilot-scale validation platforms, expand application scenarios, and promote coordinated development of the three industries. Strengthen green and safety certification of forest foods, actively connect with international markets, and push forest foods overseas.

NPC deputy Bi Lixia:I know well that "good soil and good water produce good grain." We must not only hold the farmland red line but also keep the ecological bottom line. Hubei is a granary and I am a grain farmer, so I brought a piece of Hubei's intangible-heritage hand-embroidered Han embroidery. It shows a pair of weathered, hardworking hands holding a rice bowl filled with grain. We will not only protect the environment and ecology, but also hold the rice bowl steadier and firmer.
