Urgent Need to Accelerate Smart Agriculture Legislation

In recent years, under the guidance of national policies, localities have actively explored smart agriculture practices, promoted technology application and model innovation, and achieved a number of positive results - but many challenges remain.

"The overall cost of smart agriculture equipment is high, a unified standard system is lacking, and data is hard to share. These have become 'choke points' constraining the industry's development."Zhang Hecheng, member of the CPPCC National Committee and former Party secretary of the Chinese Academy of Agricultural Sciences, says that China's smart agriculture is booming and the industry has entered a new stage, creating an urgent need for systematic, dedicated legislation to regulate it and lay a solid institutional foundation for its sustained and healthy development.

"Legislation is a necessary way to implement national strategic will and guarantee policy stability, an important means to seize the right to shape international rules and raise international competitiveness, and essential support for safeguarding industry chain security and protecting companies going global."Zhang believes that compared with policies, legislation promotes the development of the agricultural industry in a more long-lasting, stronger and more guiding way. Judging from the legal basis, practical foundation and foreign experience, legislation on smart agriculture in China is currently both highly necessary and feasible.

On how legislation can support the smart agriculture industry in terms of policy guarantees, financial support and technological innovation, Zhang suggests:First, draw on the legislative experience of the Law on the Promotion of Agricultural Mechanization and study the formulation of a Smart Agriculture Promotion Law, using incentives such as policy support, talent training and standard guidance to stimulate the enthusiasm of market actors and leave ample room for technological innovation and industrial upgrading, in line with the development patterns of emerging industries.Second, improve the systems for technological innovation, policy guarantees, financial support and intellectual property protection, focusing on solving practical problems such as the low level of agricultural information standardization, the insufficient reserve of high-end and practical talent, and fragmented and insufficiently strong support policies.Third, absorb and learn from foreign legislative experience, focusing on regulating data governance, technology application rules, safety supervision and support mechanisms, ensuring that core issues are covered while the law remains advanced and operable.
